City of Kelowna Wins 2024 UBCM Excellence in Asset Management Award
Congratulations to City of Kelowna for taking home the Excellence in Asset Management at this year’s Union of BC Municipalities Convention, celebrating their Enterprise Asset Management System Implementation!
Over the past decade, the City of Kelowna has made significant strides in advancing its asset management program, guided by the AMBC Framework. This framework has helped Kelowna develop the core components of a strong asset management system, including policy, strategy, and plans. One of the most notable achievements is the recent adoption of a comprehensive enterprise asset management system (CMMS), which now oversees and manages critical municipal assets such as water, wastewater, drainage, transportation, recreation, and community infrastructure.
The CMMS, built on GIS technology, streamlines the management of assets, field data, work activities, and business processes, supporting the city’s commitment to digital transformation and improved asset management practices. Its implementation has led to increased efficiency, enhanced effectiveness, and better cost management throughout the lifecycle of Kelowna’s municipal assets.
Kelowna’s success in asset management is the result of a systematic approach, using the AMBC Framework to establish a foundation with policy, strategy, and plans before initiating the CMMS. This integrated business approach brings together planning, finance, operations, and engineering, ensuring alignment between community expectations and infrastructure services. Key performance metrics, such as the infrastructure deficit and renewal rates, are tracked and reported to City Council annually. In addition, Kelowna is expanding its Cityworks platform to support the city’s new service-based budgeting approach, further reinforcing its commitment to responsible financial management.
Kelowna’s approach to asset management has become a benchmark for other municipalities, demonstrating the importance of a structured, well-planned process to effectively manage public funds and municipal infrastructure.
