Asset Management Training with AMBC: Working with Levels of Service
Led by expert Colwyn Sunderland of Kerr Wood Leidal, AMBC is offering a practical webinar/workshop series that examines what Levels of Service (LOS) are, why they’re important, and how to define and work with them for your community. Using a customizable, spreadsheet-based LOS tool (developed by leading asset management experts and customized for use in BC), you’ll get to work with your own data and information.
The course delivery is highly interactive and collaborative. Participants are invited to use and share real-world examples in working through defining levels of service, identifying gaps and developing strategies to address them in breakout groups and whole-group discussions.

Course Content
Coursework for the full-day or 6-module online training will cover the following:
- Module 1 – Introduction: Learn what levels of service are, and why they are fundamentally important for managing your services and assets.
- Module 2 – Aligning Services and Assets: Use the LOS template to develop an “inventory” of your organization’s services and the assets needed to deliver each service.
- Module 3 – Describing Levels of Service: Use the LOS template to build structured LOS statements for a range of service areas.
- Module 4 – Performance Measures and LOS Gaps – Use the LOS template to assess current and forecasted performance against LOS objectives and identify service delivery gaps.
- Module 5 – Addressing LOS Gaps – Use the LOS template to document and evaluate strategies to address service delivery gaps using lifecycle costing.
- Module 6 – Reporting Out – Organize your LOS information in the LOS template for a range of typical uses.
Participants will be provided with the following resources upon completion of the workshop:
- Excel-based Level of Service template, with content developed during the training
- Powerpoint course material
Training Outcomes
- Define your levels of service using an Excel-based template.
- Identify desired outcomes, performance measures, and assess any gaps.
- Develop and evaluate strategies to address gaps.
- Develop a service delivery plan for one or more of your service areas, which defines levels of service and includes strategies to address gaps.
- Learn collaboratively through discussion of practical examples with other local governments and First Nations in the cohort.
Who Should Attend
Drawing from past experiences, you will get the most out of this workshop if a minimum of three people from different departments and disciplines attend together. Councillors and Area Directors interested in rolling up their sleeves are also encouraged to attend. While workshop material is tailored to smaller communities, it has also proven to help larger communities define and communicate levels of service across the organization and with other stakeholders, including external agencies.
