Keynote Speaker: Dr. Rehan Sadiq

Provost and Vice-President, Academic, UBC Okanagan

We’re honoured to welcome Dr. Rehan Sadiq as a keynote speaker at the 2025 AMBC Conference. Dr. Sadiq is a globally recognized expert in asset management, environmental risk analysis, and lifecycle assessment of infrastructure systems. Currently serving as Provost and Vice-President, Academic at UBC’s Okanagan campus, he brings deep academic leadership and a passion for community-focused innovation.

Dr. Sadiq is a Professor of Civil Engineering and a UBC Distinguished University Scholar. His career spans over two decades of impactful research and academic service, including roles as Executive Associate Dean in the School of Engineering and co-director of the Digital Learning Factory Initiative. He is the author of more than 600 publications and among the top 2% of environmental science researchers globally, with nearly 16,000 citations to date.

A Fellow of multiple national engineering societies, including the Canadian Academy of Engineering and Engineers Canada, Dr. Sadiq is also a registered Professional Engineer in BC. His leadership and research have contributed significantly to the evolution of asset management practices in Canada and around the world.

2025 Conference Speakers

Christina Benty, MA works with leaders and organizations who want to build a culture of excellence in an environment that is kinder, wiser, and more conscious. As a national speaker, facilitator, published author, and a performance coach for governing bodies and senior management teams, she masterfully uses her lived political experience and her educational background to deliver intellectual content with energy and enthusiasm.

As former Mayor for the Town of Golden, Christina is passionate about leadership development, organizational culture and asset management.  Christina has developed and facilitated various leadership retreats, educational sessions, and roundtable discussions across the country informing, educating and engaging local governments on sustainable service delivery challenges and opportunities. She focuses on the importance of building a common language and understanding that allows local governments to address their complex issues in a collaborative manner.

Mark is an accomplished municipal professional with an interdisciplinary background in both rural and urban local government settings. In 2023, Mark took on the role of Chief Administrative Officer at the North Salt Spring Waterworks District in 2023, the largest provider of community water on Salt Spring Island. Since 2017, Mark has held senior management roles at the District of Ucluelet and the Cowichan Valley Regional District, advancing asset management programs in each community. He previously spent nine years leading climate action and sustainability portfolios for the District of Saanich and City of Victoria, and ten years as an environmental consultant for a wide range of public and private organizations. Mark is a Registered Professional Planner (RPP/MCIP) and current President of the CivicInfo Board of Directors.

Glen Brown is the General Manager, Victoria Operations, with the Union of BC Municipalities.  With UBCM, Glen oversees all aspects of the Victoria office operations, including the delivery of various funding programs, including the Canada Community-Building Fund and various programs under Local Government Program Services. His focus has been on supporting local government in their efforts to be fiscally resilient and deliver services sustainably through improved policy, effective funding programs, education and development of tools and resources.  Glen is the chair of the Asset Management BC Partnership Committee and has been actively involved in AMBC since 2008.

Cody came to asset management by an unexpected path. After more than a decade in retail management and years of community advocacy, they joined Sqwá First Nation in 2023 to support housing, facilities, and infrastructure. Now Facilities and Infrastructure Coordinator, they oversee infrastructure, buildings, fleet, and IT, and serve as Sqwá’s lead on a three-community flood mitigation project. Their interest in asset management began with Indigenous Services Canada’s AM course and grew through AMBC events, the FV Community of Practice, and engaging with some amazing, brilliant people in the AM space. Passionate about innovative approaches, Cody hopes to continue building long-term capacity at Sqwá and beyond—and, in attempting to strike a good work-life balance, throwing themself into community service and photographing the beauty of nature.

Megan Chorlton, Chief Executive Officer, joined the MIABC as Legal Counsel in 2013 after teaching elementary school and practicing law at a Vancouver firm. Megan assumed leadership roles as the MIABC’s Director of Member Services and General Counsel, utilizing her experience in both education and law. During her time in these roles, the MIABC’s Member Services Department developed a range of risk management services and educational programs designed to assist local governments in reducing their liability and property risks. As General Counsel, Megan managed the MIABC’s internal and external legal services, as well as its corporate and real estate operations.

Megan was appointed as the MIABC’s Chief Executive Officer in 2022. As CEO, Megan leads the MIABC’s strategic direction, driving modernization of its insurance and risk management programs while ensuring long-term stability and value for local government members across British Columbia.

Patience Cox is the Indigenous Strategic Advisor with the Natural Assets Initiative, where they lead projects that integrate Indigenous stewardship principles with natural asset management. Patience is a Jameson from the Upper Similkameen Indian Band. She is a results-focused leader and educator with extensive experience working with and within Indigenous communities.  She has been working closely with First Nations governments across British Columbia, supporting capacity building and co-developing tools that strengthen Indigenous-led environmental governance. Patience has education and experience in Human Geography which focuses on the social, cultural and economic aspects of place, including the deep meanings, values, and identities people associate with it. Patience brings a passion for bridging Indigenous knowledge and Western frameworks, using Albert Marshall’s Etuaptmumk (Two-Eyed Seeing) to create sustainable, community-driven approaches to land and water stewardship.

Will Creba began working on the District of Tofino’s Asset Management Program in 2023. With a background in construction and team management, he was initially hired in a technician role, focusing on data collection and condition assessments using newly implemented asset management software. As the program evolved Will transitioned into a Coordinator Role, taking on greater responsibility leading teams in developing and implementing of asset management strategies and long-term planning initiatives.

Most recently, Will assumed interim management of the District’s Infrastructure & Capital Projects Department. In this role, he has been leading the implementation of maintenance programs for the newly constructure Wastewater Treatment Plant, with a focus on understanding and optimizing the long-term impacts on service delivery.

Dipika Deol, Head UW Canada & English Caribbean and Senior Vice President, Property & Specialty Underwriting, is an insurance professional with diverse market experiences (from Canada, UK and US) and strong reinsurance and insurance knowledge. She joined Swiss Re in 2016 and currently holds the role of Senior Client Manager, servicing public entity clients in both Canada and the US. Previously she worked as a property and casualty treaty underwriter and before that as a reinsurance buyer with British insurer, RSA. She began her career in the UK in 2007 and has been living and working in Canada since 2013. Dipika holds a B.A. in Economics and Business Administration from Wilfrid Laurier University, Canada and an M.Sc. in International Economics and Business from Stockholm School of Economics, Sweden. In her daily work she has a strong knowledge of risk transfer options and is passionate about finding sustainable solutions to risks.

From recycling to referendums, Jan has spent her career helping local governments introduce programs not everyone wants — or wants to pay for. She led regional solid waste programs for the RDCO and guided communications during the transition to privatized seniors’ care before launching her consulting firm more than 20 years ago. With a master’s in communications and certificates in public participation and local government administration, Jan empowers local government professionals and elected officials to communicate with clarity and confidence — even in the most challenging conversations.

Kim Fowler is the Principal of Sustainability Makes Cents Consulting, and a full member of the Canadian Institute of Planners with over 35 years’ experience working with local governments across Canada. She is best known for project managing the redevelopment of the Victoria Dockside lands, which were awarded the highest LEED™ Platinum point total in the world for the first two development phases by the successful land sale developers. She has authored a book on Dockside Green’s 18-year innovative project history from vision, land sale, development and operation.

Her design of the Sustainability Initiative for the City of Port Coquitlam integrated 12 land development activities, including the first Triple Bottom Line assessment for development applications in North America and the first green roof regulation in Canada. Her other projects include purchasing & repurposing 2 bankrupt hotels into social housing; implementing the Ladysmith Waterfront Redevelopment Plan; and developing a natural asset management plan for the Regional District of Nanaimo. She is a published author in several professional journals over the past two decades and has a blog on her consulting website. The Planning Institute of BC awarded Kim the Individual Outstanding Achievement Award for Innovation and Advocacy in 2022.

Jim Hager, P.L.Eng., MASc, CAMP, began his professional career as a Geoscentist in Alberta working in the Oil & Gas industry. Record floods in Alberta in 2013 convinced him to make the switch to Water Resource Engineering. In addition to his Geoscience and Civil Engineering background, Jim is also a Certified Asset Management Professional. His interdisciplinary background offers valuable insight into the systems and strategies needed for effective, city-wide stormwater management.

Bill Hart is the Asset Management Lead for BC at AECOM in the Burnaby office. He has experience analyzing and assessing the performance of infrastructure systems for both the private and public sector, having previously worked for operators and service providers. He has extensive experience within condition assessment, and risk assessment, lifecycle analysis, and asset management planning.

Nancy Hill, P.Eng., IAM Cert., has been working with North American municipalities and global organizations in infrastructure management. Thirty years ago, as a municipal employee, Nancy began raising awareness on the need for holistic stormwater management.  She is currently the project manager for the Canadian Infrastructure Benchmarking Initiative and continues to help Canadian municipalities with the financing and management of their natural and engineered stormwater infrastructure.

Sadhu is a Climate Co-Lead for the Climate Ready Infrastructure Service, supporting CUI in the development of the initiative. He is a consultant working on issues from housing to climate education.  He was the City Manager of Vancouver, BC from 2016 until 2021 where he was responsible for managing the operations of the City, including oversight of a budget of over $1.6B and over 7,000 staff. He served as Deputy City Manager in Vancouver from 2009 to 2016 where he oversaw the Greenest City Action Plan. Previously he was the Chief Environmental Officer of Chicago and Deputy Chief of Staff to Mayor Richard M. Daley where he led the development of the first climate action plan in a major North American city.  He is a co-author of the Guide to Greening Cities published by Island Press and a co-founder and board member of the Urban Sustainability Directors Network.

Simon Kirkland, A.Sc.T, is the Interim Director of Infrastructure & Public Works for the District of Tofino.  He has delivered complex capital infrastructure projects both as a general contractor and as an owners representative, most recently delivering Tofino’s first ever wastewater treatment plant, conveyance system and new outfall.  During his time with the District, he has assembled a team to turn an asset management framework into a tangible program, switching the District’s approach to asset management from reactive to preventative.

In his free time Simon enjoys golfing, fishing, playing music and spending time with family.

Martina Lewis, Director of Asset Management, is a proud member of the Okanagan Indian Band near Vernon, BC, where she was raised. From an early age, she was introduced to construction and home building through her family, sparking a passion that would shape her career. Martina spent approximately 10 years working in the construction industry before feeling called to make a broader impact in First Nations housing.

She pursued post-secondary education at Okanagan College, earning a Bachelor of Business Administration degree. Shortly after graduating, she took on the role of Housing Officer for her community. For six years, she managed the rental units, led new housing projects, and coordinated many major renovations and repairs.

Martina is deeply committed to the belief that all First Nations people deserve access to safe, healthy, and affordable housing. This conviction drives her work as Director of Asset Management at the First Nations Housing Infrastructure Council (FNHIC).

When she’s not addressing the housing crisis, Martina enjoys spending time on the land—camping, fishing, golfing, hiking, skiing—and making new memories with her young son.

Ben Lubberts is the Deputy Director of Engineering for the Town of View Royal, where he leads the municipality’s asset management initiatives and long-term infrastructure planning. He has developed View Royal’s Asset Management Program from the ground up, completing key projects such as a comprehensive long-term financial plan, an asset management strategy, and practical tools to strengthen decision-making around service delivery and infrastructure renewal. Ben is an active member of the Capital Regional District’s Asset Management Community of Practice and works collaboratively across municipal and regional boundaries on shared asset challenges.

Pravin Mahadeo, Asset Manager, Finance, is a results-driven strategist and leader with over 18 years of expertise in optimizing operations and assets in large-scaled organizations for both the public and private sectors. Included are municipal, real estate, industrial and hospitality. Proven track record for strategic planning in support of assets, infrastructure, and project management best practices. Going above and beyond, Pravin is skilled at delivering customer service with diverse business methods and employee motivation approaches.

David, a Principal of FIT and formerly a private sector Controller as well as public sector auditor.  David is a CPA who has 22 years local government financial and IT experience.  The last ten of those years involved IT project management and business analysis. He is versatile in MS products coupled with technical familiarity on data architecture, creator of internal audit tools.  He has served as Team Lead for ERP and Asset Management implementations and subsequent upgrades in his public sector tenure.

Kear Porttris, Director of Infrastructure, is a Métis-Chinese professional who has been walking in multiple worlds since he was born. His Father is Métis and his mother is a Chinese immigrant from Hong Kong. He grew up in Treaty Four Territory, born and raised in Regina, Saskatchewan. With a civil engineering background, holding undergraduate and Master of Applied Science Degrees in Civil Engineering, he merges education, personal, and professional experience with a solutions-based lens. He has extensive experience working in multiple worlds and focuses on supporting Indigenous initiatives that change the way we do things. He is able to combine his professional training with his unique perspectives to do the work that needs to be done.

Lexy is a Team Lead with Stantec’s Climate Risk, Resilience, and Sustainability team. She brings over 25 years of public and private sector experience in buildings engineering, sustainability consulting, and climate change response. Lexy applies her expertise to a wide range of infrastructure projects, specializing in climate risk and resilience assessments, strategic climate action planning, sustainable building and infrastructure design, and feasibility studies. Her accomplishments have earned her the Infrastructure Resilience Professional credential.

With a multidisciplinary background in mechanical engineering, business administration, and environmental studies, Lexy applies a holistic perspective to infrastructure-based climate solutions. Lexy has led the development of climate change and sustainability strategies, action plans, and decision-support tools for government clients in BC and across North America.

Raph is the Manager, Sustainable Development at the beautiful Sunshine Coast Regional District where he has been working on questions of climate, energy, and water since 2015. Part of his role involves developing an understanding of how climate change will impact services the Regional District provides such as drinking water. Raph loves fostering the collaborations necessary to unearth leverage points and has done so in communities across Canada, the United-States’ southwest, Indonesia, Denmark, and Bhutan. He also enjoys playing in the mountains, canoeing with his family, and foraging for mushrooms.

Kim Thiessen serves as the Client Relations Manager for Canoe Procurement Group of Canada, providing dedicated support to Canoe members in British Columbia. Since joining Canoe in 2020, Kim has played a key role in supporting public sector organizations across the province, contributing to the growth of Canoe’s membership. She works closely with these organizations to help them achieve their procurement goals through streamlined, trade-compliant solutions.

Kim is currently pursuing her Executive Master of Business Administration at the University of Fredericton, specializing in Social Enterprise Leadership. She is expected to graduate in December of this year. Outside of work, Kim finds fulfillment in hiking, paddling, and spending time with family.

Dean Robert Trumbley, born on August 22, 1968, in Vernon, British Columbia, is a Métis Canadian whose career has spanned wildlife conservation, television production, and public service. Raised in the North Okanagan community of Vernon, BC, Trumbley studied Wildlife and Fisheries in Southern Ontario before moving into the media, later graduating from the Toronto Film School in Video Production. Dean started his career in the public sector as a Chief of Operations for a Provincial aboriginal government.  During his 12-year term he worked at the provincial, federal and international levels and once serving as a Canadian delegate with the United Nations.  He then moved from this position to create and host one of Canada’s most-watched hunting television programs, which ran for ten seasons, and founded Thunder Boyz Productions Inc., producing live-action documentaries and outdoor adventure content from around the globe. His work often reflected his deep connection to his Métis heritage, the land, wildlife, and conservation education in conjunction with Lethbridge College.

In 2022, Trumbley retired from television to enter politics, successfully running for Regional Director of Area D in the Columbia Shuswap Regional District, representing Falkland, Silver Creek, Deep Creek, Gardom Lake, and Ranchero. In his political role, Trumbley has focused on wildfire preparedness, environmental stewardship, and improving rural services such as transportation, healthcare access, and community facility support. Known for his collaborative leadership style, he now resides in Greenwood, BC, balancing his dedication to public service as the Chief Administrative Officer for Greenwood with his enduring passion for the outdoors.

The AMBC Conference is again hosting Level of Service Training as a pre-conference event on November 4, 2025. Colwyn Sunderland of Kerr Wood Leidal will lead the training, using a customizable, spreadsheet-based LOS tool (developed by leading asset management experts and customized for use in BC), where participants will work with their own data and information.
